Analyzing Inclusive Education Policies: A Strategic Evaluation of EquitableAccess to Digital Learning Platforms in Marginalized Regions

This study aims to analyze inclusive education policies through a strategic evaluation of equitable access to various digital learning platforms in marginalized regions. The research focuses on identifying structural barriers affecting access to educational technologies, evaluating the effectiveness of educational digitalization policy implementation, and formulating more inclusive and equitable policy recommendations. The study employed a qualitative approach using a Systematic Literature Review (SLR) combined with policy analysis. Data were collected from reputable international journal articles, accredited national journals, reports from international organizations, policy documents, and other academic sources relevant to inclusive education, the digital divide, and technology-based educational transformation. The data were analyzed using content analysis and thematic synthesis techniques to identify patterns, themes, and relationships among concepts related to equitable access to digital learning platforms. The findings indicate that disparities in access within marginalized regions are not solely caused by limitations in technological infrastructure but are also influenced by low levels of digital literacy, socioeconomic conditions, and mismatches between policy design and local needs. The strategic evaluation reveals that educational digitalization policies remain largely focused on technological provision and administrative indicators rather than on the equitable distribution of benefits and the quality of technology utilization. This study proposes a social justice-based framework for the equitable provision of digital learning platforms that emphasizes the integration of technological access, user capacity development, and the optimization of digital learning benefits. These findings provide both conceptual and practical contributions to the development of inclusive education policies that are more adaptive, sustainable, and oriented toward educational equity in the era of digital transformation.
